English summary: The municipal reorganization changed the municipal map of North Rhine-Westphalia on a historic scale. By law, the Dusseldorf State Parliament dissolved a total of almost two thousand independent cities and municipalities, many of them centuries old, and merged them into larger municipal territorial units. Was there a say and did people develop a new identity as a result of the new communes? German description: "Das ganze Land soll umgekrempelt' werden" ? Mit diesen Worten betitelte die Tageszeitung "Die Welt" im Mai 1968 die Plane zum Gutachten der Sachverstandigenkommission des Landes Nordrhein-Westfalen. Wie sich nur wenige Jahre nach Abschluss der Gebietsreform im Jahre 1975 herausstellte, veranderte sich in der Tat die kommunale Landkarte durch die Zusammenlegung von Stadten und Gemeinden von Grund auf. Ausgehend von den Ursachen und Motiven der Reform, welche insbesondere auf eine Leistungsfahigkeit der Verwaltung abzielten, stellt der Autor systematisch den Reformprozess in umgekrempelten' Kommunen anhand von sechs Fallbeispielen aus der Region Ostwestfalen-Lippe dar. Hatte dabei die ortliche Politik sowie die Bevolkerung ein Mitspracherecht oder wurde die Reform im Dusseldorfer Landtag von oben' entschieden? Kritisch hinterfragt der Autor zudem die Auswirkungen der Reform, etwa inwieweit heute bei der Bevolkerung eine neue Identitat in den neu gegrundeten Kommunen entstanden ist.
