Volume I includes 10 of the author's published papers by the International Telemetry Foundation aerospace and defense Conference that explains why NASA, commercial and the U.S. military spacecraft and any large complex defense weapons fail prematurely at rates from 10% to 60% and how to stop them from failing using PHM technology and why the U.S. military and the U.S. government refuse to require its space systems and weapons systems suppliers to produce and deliver systems that won't fail prematurely. The author includes how he developed PHM technology on the Air Force's GPS program to win funding for the GPS program. PHM analysis done before or after ATP identifies the equipment with premature aging that will cause a premature failure for replacement at the factory before shipment to the customer and/or launch. A list of Len's papers by the ITC are included at the end that includes which volume each paper is included.
